Higher Education in Ireland $49 Ireland was one of the first European countries to grasp the economic importance of education. But higher education in Ireland is now at a crossroads, with significant challenges to overcome. How can Ireland meet its stated objective of placing its higher education system in the top ranks of OECD member countries in terms of both quality and levels of participation? How can it create a world class research, development and innovation capacity?. High levels of investment are needed for a major expansion of postgraduate studies and capacity for research, development and innovation. Mechanisms should be established to achieve the right balance between different components of the tertiary education system, which includes universities, institutes of technology and colleges that provide post-secondary level instruction. Further, there is a need to meet the demands of specialisation, competition and complementarities within the system. This report addresses the full range of higher education issues and offers recommendations for action within the framework of the government's ambitions for the sector. The examiners propose a new National Council for Tertiary Education and recommend significant modernisation and adaptation in the governance and management practices of tertiary education institutions. Finally, the examiners conclude that the government's ambitions for the higher education sector -- especially its role in sustaining a highly innovative economy for Ireland -- will require considerable further investment, and they suggest policy approaches to developing these additional sources of funding. |

The Internationalisation of Higher Education $103.56 This book investigates the different perspectives of lecturers and students on the internationalisation of higher education and compares these perspectives with policy at a case study university. In particular, the ways students and lecturers are responding to cultural and linguistic diversity in the classrooms is examined. This diversity is neither unique to the case study university nor a new phenomenon, as universities have always had an international capacity and students from other countries. However, the number of higher education students travelling abroad to study has grown so significantly that higher education has become an increasingly important part of the global economy. Simultaneously, cultural diversity in university classrooms is more ubiquitous than at any time in history, and this presents both challenges and advantages for staff, students and university management. Financing Higher Education in Africa $14.99 Sustainable growth in SSA is contingent on the capacity of States to diversify their economies and thus train human capital that will help carry out and support this transformation. Higher education plays a key role in training qualified individuals who will be able to implement new technologies, and use innovative methods to establish cost-efficient and effective enterprises and institutions. Through research and increased knowledge, higher education can also help address the challenges arising from the increase in the size of the population, limited arable land, endemic diseases, urbanization, energy costs, and climate change. However, in order for SSA to reap the benefits of this investment in human capital, higher education institutions must secure financing to provide quality training and sound professional prospects to their students. Currently, tertiary education development is unsustainable, resources per student are declining, and the quality of education is affected. These issues are particularly pressing in times of financial global crisis when available resources for tertiary education uncontrovertibly tend to diminish. The impact of the crisis that started in 2008 provides a clear illustration of the need to explore innovative ways to diversify and secure financing for higher education in SSA. This report provides a comprehensive overview of higher education financing in SSA, aiming to: (i) explain the fundamental financial problems faced by higher education under the combined pressure of a rapidly growing demand and the scarcity of public resources, and to present the dramatic consequences of this trend on quality; (ii) analyze and compare the current funding policies in SSA countries to provide directions for improvement; and (iii) examine the alternatives to the status quo and the policy tools to diversify resources and to allocate resources based on performance. |

Finding Higher Ground $21.95 An ecologist takes the uniquely positive--yet realistic--position that we can adapt and persist despite the inevitable effects of climate change. While much of the global warming conversation rightly focuses on reducing our carbon footprint, the reality is that even if we were to immediately cease emissions, we would still face climate change into the next millennium. In Finding Higher Ground, Amy Seidl takes the uniquely positive—yet realistic—position that humans and animals can adapt and persist despite these changes.   Drawing on an emerging body of scientific research, Seidl brings us stories of adaptation from the natural world and from human communities. She offers examples of how plants, insects, birds, and mammals are already adapting both behaviorally and genetically.  Within ten years, one plant species in a drought-stricken area has evolved to fit its life cycle into the shorter growing season. Red squirrels are breeding earlier to take advantage of the food supplied by an earlier spring. And some birds are migrating shorter distances, or not at all, as their northern habitats become milder.   While some species will be unable to adapt to new conditions quickly enough to survive, Seidl argues that those that do can show us how to increase our own capacity for resilience. She tells of a young farmer experimenting with adaptive strategies for local crops, architects using biomimicry to design buildings that actually contribute to their surrounding ecosystems, and the establishment of decentralized and renewable energy banks. While Seidl admits that these efforts alone won’t change the world, she hopes that taken together they can form the basis for a new, revolutionary set of ideas to live by, much like the efforts that brought about abolition, women’s suffrage, and the eight-hour workday.   In looking at climate change as an opportunity to establish new cultural norms, Seidl’s perspective inspires readers to move beyond loss and offers a refreshing call to evolve. Assessment, Learning and Judgement in Higher Education $460.42 There has been a remarkable growth of interest in the assessment of student learning and its relation to learning processes in higher education over the past ten years. Much of the work has sought to explicate the relationship between assessment and learning, and to provide academics with examples of assessment practices that have been considered as successful in promoting learning as well as judging students achievements. Other work has provided descriptions and frameworks for assessing what have come to be termed learning outcomes . It is now timely to take stock of some of the critical concepts that underpin our understanding of the relationships between assessment and learning. Assessment, Learning and Judgement in Higher Education makes a significant contribution to conceptualizing key aspects of assessment that are critical to learning, building on research conducted in the UK and Australia. It focuses on the role of assessment in directing students study, provides feedback that is acted on by students to improve their work, and helps students to develop the capacity to evaluate the quality of their own work and improve it during its production. The book consists of chapters written by leading assessment scholars. Each chapter provides an indepth examination of an aspect of the conceptual framework. Higher Education Quality Assurance in Sub-Saharan Africa $9.99 This report assesses the status and practice of higher education quality assurance in Sub - Sahara Africa, focusing on degree - granting tertiary institutions. A main finding is that structured national - level quality assurance processes in African higher education are a very recent phenomenon and that most countries face major capacity constrains. Only about a third of them have established structured national quality assurance mechanism, often only as recently as during the last ten years. Activities differ in their scope and rigor, ranging from simple licensing of institutions by the minister responsible for higher education, to comprehensive system - wide program accreditation and ranking of institutions. Within institutions of higher learning, self assessment and academic audits are gradually being adopted to supplement traditional quality assurance methods. However, knowledge about and experience with self - assessments are limited. The main challenges to quality assurance system in Africa are cost and human capacity requirements. For countries with large tertiary systems, the report recommends institutional, rather than program accreditation as a cost - effective option. However, where tertiary systems are small and underdeveloped, a less formal self - assessment for each institution may be necessary until the capacity could be strengthened to support a more formal nation quality assurance agency in the long run. |

Costs and Financing of Higher Education in Francophone Africa $9.99 Despite a low enrollment rate in higher education of 3 percent on average, in comparison with 8 percent in countries with comparable levels of development, Francophone African countries are currently facing an immense challenge in terms of numbers. The increased social demand associated with the progress made in universal primary enrollment and the increase in secondary enrollment could cause the student population to grow from 800,000 in 2004 to approximately 2 million in 2015, and to double the coverage. This increase exacerbates the financial problems of higher education institutions and might result in a decline in the quality of training offered. The problem of the relevance of training to labor market requirements has already become quite obvious. The difficulties faced by graduates of tertiary institutions in respect to entry into the modern labor market, which often provides less capacity of systems and, possibly, the revamping of programs to better respond to countries' development needs. In order to better understand the challenges and opportunities facing higher education systems in Francophone Africa, this book takes stock of their situations, highlights the similarities and difference in strategies between countries, and indicates the potential for greater flexibility in order to improve financing as well as the internal and external efficiency of higher education systems. It then uses scenarios of future possible education systems to highlight realistic and sustainable hypotheses for countries. Finally, it proposes policy tools that would enable policy makers and heads of higher education institutions to improve the quality and performance of systems while planning their development. |
